In pre-war Rotterdam, young Peter lives a simple life with his ordinary family, though his knack for mischief keeps everyone on their toes. His playful antics earn him laughter from some and headaches for others, eventually landing him in the headlines of the city’s major papers. As his fame grows, so does his circle of friends—but it also draws the attention of influential foes who aren’t amused by his troublemaking ways.
