Capturing the essence of the October 1968 gathering in Hawaii, Chiefs showcases the assembly of hundreds of police chiefs from the International Association of Chiefs of Police. The film features unsettling demonstrations of harsh anti-riot equipment, moments of camaraderie through patriotic songs, and candid discussions about their policies. While the chiefs consented to the filming, the portrayal leans toward a critical perspective, blending humor with stark, unsettling imagery that raises questions about law enforcement tactics and their implications. The result is a compelling blend of camaraderie and concern within a charged atmosphere.
